Building a Better Yesterday
Everett’s largest thrill gang, they operate in and around the Everett dockyards. They shave their entire heads except for a single scalp lock, and tattoo their entire heads white in the style of Japanese noh theater. Many Japanese make up the gang’s membership, but the majority are not. In 2058 they fought a fairly bloody war to free themselves from their attachments to the yakuza, and they now have a wider range of business interests since they became independent. They fight violently with yakuza in their turf, and control most of the chip trade in central Everett. They clash with Mafia vice biz at Casino Corner from time to time, but neither side wants an all-out war.
The Kabuki Ronin’s current leader, Rakuno, struck an alliance in 2059 with the Scatterbrains. The gangs aren’t affiliated, but overlap the same turf. The Kabuki Ronin look the other way when the Scatterbrains move around in their area mostly because they don’t have any similar business interests and the Scatterbrains actually serve to attract attention AWAY from their own membership.
